MHRD accepts norms against plagiarism. Plagiarism is simply the academic dishonesty and unethical practice. It is the stealing of ideas, thoughts, language, or expression of another author and claiming it as his/her own work. Also, it is the copyright infringement as per the law.
Recently, the HRD ministry approves norms against plagiarism. Also, the University Grants Commission (UGC) drafted the norms to tackle the incidences of plagiarism in academics. HRD ministry notified the UGC Regulation, 2018 regarding Promotion of Academic Integrity and Prevention of Plagiarism in Higher Education Institutions. So, MHRD accepts norms against plagiarism.
Graded Punishment for Plagiarism
According to a Gazette notification issued by UGC
- Plagiarism of academic research paper of the students up to 10% would not tempt any penalty and considered as fair.
- Plagiarism of academic research paper between 10 and 40% would mean the student has to submit a revised research paper within 6 months period.
- In case of Plagiarism between 40 and 60%, leads to debarment of 1 year from submitting the revised research paper.
- At last, similarities of more than 60% in the academic research paper will lead to cancellation of registration for programme.
- Similarly, Plagiarism by the teachers of the academic and research paper ranging from 10 to 40% leads to withdrawal of manuscript.
- Also, plagiarism between 40 and 60% by the teacher considered an offense and will not be allowed to supervise new master courses, M.Phil, Ph.D. courses for 2 years. Besides, the denial of the right to one annual increment.
- At last, there is provision for the suspension of a teacher if found the plagiarism of more than 60%.

Ministry of HRD suggested forming the Departmental Academic Integrity Panel for the member of the academic community to report any plagiarism instances. Also, the government is very keen to promote research methodology. For this, they need to establish a mechanism to ensure the removal of Plagiarism from the research methodology.
